With David Cameron on his way out of ten Downing Street,… we now know that Britain’s next prime minister will be a woman.

In the second ballot of the Conservative Party’s leadership race, Therasa May and Andrea Leadsom have emerged as the top two candidates.

It’s now official … Britain will be ushering in a female prime minister who will lead the country out of the European Union.

The remaining candidates are interior minister Theresa May and energy minister Andrea Leadsom who came out on top in the wake of the second ballot of Conservative Party lawmakers.

In party primaries on Thursday, May won 199 votes to Leadsom’s 84.

Justice Secretary Michael Gove garnered a mere 46 votes and was eliminated from the race.

Gove, along with former London Mayor Boris Johnson, had been one of the key campaigners for Britain leaving the EU.

Theresa May is considered a Euroskeptic although she supported the UK remaining in the EU during the campaign.

But soon after the referendum, May made it unequivocally clear that there would be no turning back.

Andrea Leadsom has been a leave campaigner from the start,… pitching huge opportunities for Britain after its divorce from the EU.

Whoever wins the contest,… the outcome means Britain will have its second female prime minister in 26 years after the late Margaret Thatcher,… who was in office from 1979 to 1990.

The next step in choosing Britain’s new prime minister involves 150-thousand grassroots Conservative Party members nationwide casting their ballots.

The result will be announced by September 9th.

Officer Bobby Carrillo of the King City Police Department in Northern California has been released from jail after serving less than three months of a one year jail sentence. Monterey County Judge Julie Culver approved his request to serve the remainder of that sentence on house arrest.



In March, Carrillo pled no contest to charges in which he was accused of being the “mastermind” of a scheme involving six cops total, including two chiefs, in which they had low-income and minority residents’ cars illegally towed after stopping them without probable cause in a scheme to profit personally.



By preying on poor people, mostly of Latino background, Carrillo targeted those he knew would be unable to pay the impound fees to get their cars back. Part of the scheme was that for every ten cars his mafia crew stole Carrillo would get to keep one himself.



What was the reason for his early release from the Monterey County Jail you might ask. It was because he was depressed and wanted to go home. Plus, he had lost weight and the other inmates didn’t like him because he is a former cop.



Via KSBW “Action 8 News,” the local NBC affiliate in Monterey County:





A disgraced former King City police officer, Bobby Carrillo, was feeling depressed while serving a 1-year jail sentence and wanted to go home, according to prosecutors



On Thursday, Monterey County Judge Julie Culver granted Carrillo’s request to be released from jail and serve the remainder of his sentence on home confinement.



The judge’s decision surprised and disappointed prosecutors.



“We disagree with the judge. We feel police officers should be held to a higher standard,” Deputy District Attorney Steve Somers said.



Carrillo had been behind bars since April 29, and he served fewer than three months in the Monterey County Jail.



Defense attorney Susan Chapman said Carrillo had lost 30 pounds, his mental and physical health was suffering, and he received death threats.



Being an inmate was especially hard on Carrillo because he was held in a small, isolated cell, where he had very limited contact with other people, Chapman said. Carrillo was held in isolation to protect him from other inmates.

“Mr. Carrillo had been treated harsher than other individuals convicted of the same type of (charges),” Chapman said.



District Attorney Dean Flippo said he had no doubts that Carrillo felt uncomfortable as an inmate because he was a former police officer.



However, “(Carrillo’s) status as a former peace officer cannot be adequate to eliminate jail as an appropriate punishment.



Although jail is a difficult place for former police officers, that should exist as an extra deterrent to violating the law,” Flippo argued in a letter to the judge.



“The defendant has provided no evidence of medical necessity to change his jail sentence. Every inmate can obviously state that he is uncomfortable in jail. Surely this should not be the standard to have a jail sentence changed,” Flippo said.



But Culver sided with Carrillo’s defense attorney.

Of course, anyone who has been to jail or knows someone that has been to jail knows that everyone is unhappy about being there and would rather be sitting at home. It’s also pretty common to lose a bunch of weight from the inedible food that is given to inmates. Some people might even argue that jail being unpleasant is kinda the point.



Even the one valid issue of danger from other inmates is just a matter of degrees. When you throw people into an overcrowded cage and treat them like animals they often respond as such. They certainly will be a little more threatening toward someone who played a part in the system that put them in that cage, but other inmates face the possibility of violence also.



It looks like these Bad Apples have found yet another way to make sure they receive their Policeman’s Discount whenever the Good Cops are forced (kicking and screaming) to go through the motions of acting like they want to hold them accountable.



“I’m homesick and the other inmates are being mean to me” will likely be taking its place next to “I feared for my life” and “he reached for his waistband/my gun” in their deck of magical get out of jail free cards they keep handy just in case they get caught doing something that creates a lot of publicity and makes it impossible for other cops to just ignore it.

As law enforcement leaders, we make critical operational decisions every day. We try to make the best decisions for the circumstance but there are those in your agency who make you feel like no matter what decision you make, it’s never the right one. Unfortunately, that makes us question if the decision we made was the right one, and that could lead to second-guessing future decisions.



We make decisions every day in our personal lives that affect us, our families, employees and those around us. So what considerations do we need to take into account to make the best operational decisions in our police agencies?



In my personal experience, there are seven key considerations for effective decision making. These considerations sometimes bleed over into others but the concepts are pretty straight forward.



1. It is never about you I cannot stress this one enough. Operational decisions should never be made with your own personal well-being in mind. You have employees who you lead and they count on you to make the right decision, not make the decision that benefits you as an individual. Making the best decision that benefits the whole is the goal every day.



2. You have to think globally You must take into account the whole picture. When you make decisions based on part of a problem, that decision will never be the most effective. We complain that media and society judges us on a small snippet of a videotaped event, then why would we essentially do the same thing? Get the whole picture of the issue and make an informed decision.



3. Make the right decision for the right reasons This is the hard decision to make because it may not be the popular decision. This is the decision that keeps you up all night, and may segregate you from your employees. Make the decision that you know to be right, even if that decision means discipline for an employee or worse, a friend.



You must be able to look at yourself in the mirror and know you made the right decision. Leadership is not a popularity contest, earn the title of a leader and do the right thing, just don’t let it be the political thing.



4. The needs of the community can dictate a decision Your agency is there to protect the citizens in your jurisdiction. If there are community issues needing to be addressed, simply throwing overtime at the problem is not effective. Make decisions that produce long lasting results not simply growing employee’s bank accounts.



If fights are escalating after school release and your officers are changing shifts at that time, then adjusting shift hours or creating early cars to allow for police presence and deterrence of fights is an example of community considerations in making adjustments, or how you assign your officers on shifts (plain clothes vs. uniforms).



5. Remember that every decision you make has a person attached to it Think of this as a pebble being thrown into a body of water. The ripples are issues that continue to flow outward and affect other things. In other words, decisions you make are like the pebble. For example, if you have to move an officer’s shift due to manpower issues, then take into account the fact that he or she has a family that counts on a consistent schedule. A leadership decision would be to make allowances to accommodate any functions they were scheduled to attend if possible. The employee’s family is part of the agency family as well.



6. Do not judge the result — judge the path to the result A glaring example here would be getting political pressure to discipline an employee who did not violate policy and handled the situation as best as they could, but the result was not what we hoped for. Remember we cannot guarantee a specific result; we can only guarantee there will be a result.



The most important thing is determining the process the officers used to reach the result. If the agency process is flawed then revisit it and rewrite it to be more effective, but don’t punish the employee for that. They did not create the issue; they simply followed the agency’s directive.



Results are sometimes not pretty but neither is police work. We can only control what we can control. I know that sounds cliché but it’s true. We can prepare for every conceivable situation but a suspect can and will change the situation in seconds and we have to react! Disciplining an employee for a picture-perfect process but not so pretty result, adversely affects not only the officer, but the officer’s family, fellow employees and the community.



7. Remember the 24-hour rule Lastly, the 24 hour is simply this: When you are angry or upset and make an immediate decision, that decision will most certainly be ineffective and possibly destructive. Now, it is not necessary to wait 24 hours in all cases, but simply cooling off, gathering all the facts and then making a decision is the order of the day.



This is the rule in my agency and I can tell you, we have been able to avoid real conflict on so many levels just by waiting.



Conclusion As you can see, there is no magic to making operational decisions. All it takes is leadership that cares about doing the right thing for everyone, including employees, city leadership, employee family members and the community.

Update: Reportedly Two gunman have now been captured and the “person of interest” has turned himself in.



Details are a little unclear right now, but there has been a shooting at an anti-police brutality protest in Dallas. At first it was reported that two cops were shot, but that has since been changed to 11 cops being shot and four of them having been killed.



Apparently there were at least two shooters and possibly three, who shot at police from a distance sniper style. Based on videos taken at the time of the shooting, they were armed with rifles, which sounded like semi-automatic fire and at least one was wearing body armor.



Reportedly, one was “neutralized” while the another (the one with body armor) is currently involved in a standoff with other police at the scene. A third has been identified as a “person of interest,” although it’s not yet clear what his status is.
